Pursuant to Public Chapter 896, THEC was authorized to evaluate and approve any new off-site administrative or academic site where courses will be offered for credit.
Approval from the Commission must be obtained before an institution is able to begin course offerings. Institutions may enter into planning/development prior to the receipt of THEC approval, but they may not enroll students without formal approval.
Institutions must provide documentation regarding estimated enrollment; costs associated with leasing agreements, square footage, and tuition generated utilities, instruction, faculty salaries and auxiliaries.
The proposal must include descriptions of the target population, demonstrated need, documented community support, and the direct benefits to the local community derived from the proposed site.
The proposed site must also adhere to the role and scope of the institution as set forth in its approved mission.
Representatives of the Tennessee Board of Regents and the University of Tennessee System can logon to the Off-Campus website to upload a site or center approval form, a proposal to establish an off-campus center, or complete a center notification of program extension form. The following webinar, which includes a detailed description of the website functions, may be useful to new staff members.
