Job Overview: Responsible for providing the planning, coordination, utilization and administration of the Title & Registration Legacy database or Revenue Integrated Tax System database and other file organization and access methods. Ensures appropriate definition, organization, security, integrity, operational efficiency, operational support, scheduling and documentation of the database. Acts as the arbiter over the structure and contents of critical databases, establishing and enforcing rules, standards and guidelines. Establishes written guidelines for the overall use of database management systems. Responsible for implementing highly complex projects.

Salary Range: $4,705 - $7,528 (monthly)

Database Description - Title and Registration Legacy System (T&R): The Legacy motor vehicle system supports the entry, editing and inquiry functions for the titling and registration of motor vehicles in the state of Tennessee. Legacy tracks the unique relationship of the owner(s), the lien holder(s) and specific vehicle information as well as printing a title document. In addition to the titling of a vehicle, Legacy registers vehicles for operation within the state via plate assignment. It also generates renewal notices to facilitate the renewal process. As a part of vehicle registration, Legacy must maintain an active inventory of all license plates. It must also track the issuance of placards and dealer plates. Legacy consists of 75 tables with about 200 million rows of data.

The Legacy system provides functionality for the following processes: Titling, Registration, Renewal, Placard Issuance, Dealer Plate Issuance, and Plate Inventory. It currently is primarily a transaction driven process. A list of 35 to 40 different transaction types are defined to govern what fields and what field edits should apply to any interaction with the data. Some counties use Legacy to enter, edit and update data supplied by the customer. Some counties use an entry process supplied by a third party vendor, Business Information Systems (BIS) or EGov. At least one county, Shelby County, has an in-house system with no real time interface to the state. The entered transactions from vendor systems are processed every afternoon for nightly posting.

Database Description - Revenue Integrated Tax System (RITS): The Revenue Integrated Tax System (RITS) processes and stores the Department of Revenue's data for every entity that remits taxes to the State of Tennessee. RITS consists of 248 DB2 Tables with about 1.7 billion rows of data, covering 108 active tax types. Documents and payments are processed through a nightly batch schedule that updates the DB2 tables. RITS has online screens which can query or directly update the tables. RITS is integrated across all of the account types for each entity.

RITS is comprised of 5 Functional Areas: Taxpayer Registration, Taxpayer Accounting, Document Processing, Revenue Accounting, and Case Management. Each area has jobs that run nightly to update the DB2 tables and extract data for taxpayer correspondence. Current and historical data is maintained across the tables, maintaining referential integrity. Accounting information is maintained and can be displayed at the entity, account, or period level. All addresses, names, ids, relationships, exemptions, licenses, items and bonds are maintained at the entity and account levels. Tax revenues are apportioned and distributed through batch processes and account for approximately 13 billion in annual collections.

Education and Experience:

  1. Possess a Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Business Administration, Engineering or a closely related field.
  2. Technical knowledge including in depth knowledge of database architecture, SQL language and database specific utilities; knowledge of the various system processes required to run the database(s) on the computing system being supported; good working knowledge of the OS the database(s) run under.

Skills/Qualifications:

  1. Willingness to perform as a working team leader to monitor professional staff and to maintain working relationships with staff and service customers.
  2. Work with a high degree of accuracy in reviewing and processing complex data.
  3. Ability to devise new procedures, implement enhanced database administration techniques, and implement improvements to existing database applications.

Examples of Duties and Responsibilities:

  1. Manage data entry, data review, data clean-up, query generation/resolution and database updates
  2. Ensures the integrity of data base files through the daily monitoring of database backups, logs, journals and transaction statistics.
  3. Implements database backup and recovery plans, and performs database recoveries and coordination with other areas of the ITR department
  4. Ensures adequate security safeguards are in place to control access to all databases
  5. Analyzes and evaluates various data base software packages and design aids for possible use in the computing environment
  6. Interacts with vendors, negotiates prices and recommends purchases
  7. Recommends and implements new operating methods to improve data flow, collection, editing, processing and distribution
  8. Supports database performance by monitoring database performance; evaluating and resolving processing and programming problems; designing database management tools; answering user questions; plans database upgrades
  9. Secures database by preparing access and control policies and procedures; implementing disaster recovery procedures
  10. Work with Management team in ongoing system development/implementation/data conversion (if applicable)
  11. Provide analysis and reports for management decision making
  12. Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations
