1240-1-4-.15(29)	These allowances are to be excluded from income and resources in determining eligibility for or the amount of benefits. · Benefits paid based upon the birth defect of spina bifida to children suffering from spina bifida if their mother or father served in Vietnam. (P.L. 104-204) · The Vietnam Benefits and Health Care improvement Act of 2000 (Section 401) is authorized to provide benefits to children with certain birth defects born to female Vietnam veterans.
