Thomas W. Chester, CGFM, is the Deputy Commissioner and Chief Financial Officer for the Department of General Services, with more than 39 years of experience in government administration, business and personal management, accounting, contract management, procurement, and budgeting. He earned his Master of Public Administration from Tennessee State University and his Bachelor of Science in Accounting and Business Administration from Austin Peay State University. He is a graduate of the Tennessee Government Executive Institute and has served in several leadership positions with the steering committee. He is active in the American Society for Public Administration where he served three terms as president, president-elect and treasurer of the Tennessee chapter. Tom is active in the Association of Governmental Accountants, serving in several leadership roles with the Tennessee chapter, and is an active member of the Government Finance Officers Association. He has been honored on several occasions as a Who’s Who in America. His son is currently attending college on a baseball scholarship, and his wife of 22 years is a 40-year veteran with the Department of Intellectual and Developmental Disabilities.
