a group of employers and employees from outside the field of education representing workforce development who advise educators on the establishment and maintenance of Career and Technical Education programs. (This handbook uses the terms “panel”,  "committee," and “council"  interchangeably; federal regulations use the term "council” and “panel.”

Local Career and Technical Education advisory committee members and all Career and Technical Education instructors and administrators involved with the organization and operation of local advisory committees, occupational and general. The information applies to both secondary and post-secondary schools that offer programs of career and technical education.
