(615) 741-2218 or 1-800-342-4029 (inside Tennessee) Consumer Insurance Services exists to educate consumers and mediate insurance-related disputes.
Our educational programs cover a vast array of insurance and insurance related issues; disaster assistance; and referrals to special programs.
Our primary responsibility is the investigation and mediation of insurance claims and other insurance related disputes as a third-party mediator. Our investigators are trained to determine if the involved insurance company or agent is acting in accordance with Tennessee laws, rules and regulations.
Policy Analysis Section
Life and Health Unit, - 1-800-861-1270 or (615) 741-2825 This office reviews life, health, and credit life, long-term care, disability and legal insurance policy rates, rules and forms filed by licensed companies, to determine compliance with Tennessee statutes.
John Duncan, Property and Casualty Unit, Manager - (615) 741-2333 Tennessee state law requires that rates changed by fire and casualty insurance companies must be "fair, reasonable, adequate, and not unfairly discriminatory." This section makes actuarial determinations resulting from rate filings and reports its findings to the commissioner.
Mike Shinnick, Workers Compensation Manager - (615) 741-0472. This office reviews rates, rules and form filings associated with Workers' Compensation insurance. It also answers questions pertaining to Workers Compensation, including Self Insurance Groups. In addition, it oversees the administration of the Tennessee Workers Compensation Insurance Plan (assigned risk pool).
