What is a TELS Consortium Agreement?

General Purpose and Procedures

The purpose of the TELS Consortium Agreement is to ensure disbursement of the correct HOPE Scholarship or HOPE Access Grant amount based on the total number of attempted hours at all eligible postsecondary institutions.  The amount will be awarded by the eligible postsecondary institution from which the student will receive a degree.  The institution from which the student will graduate is the “home” institution.  The home institution shall process the TELS Consortium Agreement with the other eligible postsecondary institution, also called the “host” institution.  It is the student’s responsibility to follow the conditions outlined in the TELS Consortium Agreement and to ensure that all parties complete and sign the agreement prior to disbursement of funds.

TELS Consortium Agreement

The TELS Consortium Agreement should be used when:

  • a HOPE Scholarship student or HOPE Access Grant student, in pursuit of an associate or baccalaureate degree, enrolls simultaneously at two eligible postsecondary institutions and receives an award amount based on the number of attempted hours from both institutions as a part-time or full-time student ; or

  • a HOPE Scholarship student or HOPE Access Grant student, in pursuit of an associate or baccalaureate degree at an eligible postsecondary institution, decides to enroll during the summer semester at another eligible postsecondary institution as a part-time or full-time student.
